When I renewed the deputy, a really nice guy who does most of the permits, commented that my name was in the wrong place on the certificate since they are used to seeing them signed by me, not issued to me. He also said they were running about a week behind, but would catch up shortly.
Yes, I'm an instructor who believes it is bad form to sign your own training certificate.
