I had to look up "fetters". They are leg-irons. Makes sense. You used to "fetter" horse & cattle.

Sounds like the cops just need a permit-to-carry class if they are not sure about proper handling.

I was at Abbott Northwestern last week and noticed the hospital police didnt carry guns. One cop had nothing and the other, a sergeant, only had a taser. I looked twice at the arm patch and it did in fact read, "Police".

Abbott also has the "...BAN GUNS..." signs.

I've seen reserves wear their deparment's arm patches, but they have a secondary patch under it that says 'RESERVE'.

During my brief stint as a security guard, they made it clear that if they say "no gun", then it's no gun. If the client requested no guns, they were pretty insistant. If they didn't say anything, you didn't ask.

If I recall, a very deep, deep dark blue. Ill be there on the 31st so I'll double-check.
