officers regularly took seized objects home for their personal use.

There are many items that should be in the evidence room but that are simply missing

Luger: lots of property missing from evidence room, "reasonable" to assume that officers took it home for personal use.

Luger: Officer focused on "seizures" as a way to fund their operations.

What a massive conflict of interest.

the original intention was to decrease gang violance through an appropriate police presence at the scene.

over time, the types of seizures in the case files grew and the [justification] in the case files [fell]

Luger: "Depression-era mentality" was one of the causes of the misconduct.

this focus on forfeitures was one of the causes for the issues.

"we cannot overstate how poorly documented the SF's files were"

"This is inexcusable and would not be tolerated at any professional police agency"

over time, as no one seemed intent on correcting their misbehavior, it became worse

Luger: "We strongly recommend against the use of stand-alone strike forces in the future"

Luger: State forfeiture laws may be overly broad and may not adequately protect the rights of citizens.
