Noble: subpoena power wasn't used, because "you can run into a lot of trouble", so they kept it an audit.

Referred evidence of individual wrongdoing to the FBI.

Sounds like he wanted a process audit and to let the criminal investigation happen seperately so the process audit would not bog down.

whatever problems the cmdr had with officers could not be resolved. they had to be referred to the officers' home Internal Affairs Agency

Question from Sen. Higgens regarding whether the legislative auditor has subpoena power. Nobles said, "I decided that we were going to keep this within the bounds of an audit, which looks at control and compliance," and went on to say that he referred any additional investigation to the FBI.

Nobles said, "you have here ... a stand-alone police organization. ... It seemed untethered to any organizational structure, and only loosely tethered to the advisory board." Nobles noted that any disciplinary problems were referred back to the officer's home agency.

Paymar said, "did you examine the correlation of arrests or the number of arrests vis a vis prosecutions to determine that the actual police work was effective?" Nobles replied that this question was beyond the scope of the audit.

Nobles admits that Sen Leo Foley (DFL) had been asking for an effectiveness evaluation for years, but that his office never felt it important enough to do one.

Rep. Joe Mullery (DFL) asking if the GSF was somehow confused about what property could be forfeited, or if they were just "sloppy" in their recordkeeping.

Nobles: some property had no evidentiary value, nor could it be forfeited, so why did the officers take it?

the GSF did not report ANY forfeitures / seizures. Should that have been a red flag to the legislature or the auditors?
