France has a tiered licensing system. IIRC, shotguns and .22 rifles are in one class, centerfire rifles are in another, etc. Curiously, they have a full-auto licensing tier as well. I have no idea what it takes to get it, but it does exist. Most likely it's based on LEO discretion. This guy probably could have owned just about everything legally had he the right paperwork. |
